JERUSALEM –?Israeli Prime Minister Benjamin Netanyahu called off plans Tuesday for early elections and formed a unity government in a surprise move that could give him a freer hand to confront Iran’s nuclear ambitions.

The deal, agreed at a secret meeting overnight, means the centrist Kadima party will hook up with Netanyahu’s rightist coalition, creating a wide parliamentary majority of 94 legislators in the 120-seat parliament, one of the biggest in Israeli history.


“A broad national unity government is good for security, good for the economy and good for the people of Israel,” said a statement from the prime minister’s office, quoting Netanyahu.

At a news conference, Netanyahu promised “serious and responsible” talks on Iran with Kadima, and said the coalition would promote a “responsible” peace process with the Palestinians.

Environment Minister Gilad Erdan said the accord would help build support for potential action against Iran’s atomic program which Israel views as an existential threat.

“An election wouldn’t stop Iran’s nuclear program. When a decision is taken to attack or not, it is better to have a broad political front, that unites the public,” he told Israel Radio.

Global powers wary of war
The recently elected head of Kadima, Shaul Mofaz, will be named vice premier in the new government, officials said, adding that the accord would be formally ratified later Tuesday and presented to parliament.

As deputy prime minister in a former Kadima-headed government in 2008, Mofaz was among the first Israeli officials to publicly moot the possibility of an attack on Iran.

A onetime defense minister, the Iranian-born Mofaz has been more circumspect while in the opposition, saying Israel should not hasten to break ranks with war-wary world powers that are trying to pressure Iran through sanctions and negotiations.

Gerald Steinberg, a political scientist at Bar-Ilan University near Tel Aviv, said the coalition deal “sends a very strong signal to Tehran, but also to Europe and the United States, that Israel is united and the leadership is capable of dealing with the threats that are there if and when it becomes necessary.”

Israeli officials have said the next year will be crucial in seeing whether Iran is willing to back down in the face of widespread international condemnation and curb its nuclear plans.

Israel has regularly hinted it will strike the Islamic republic if Tehran does not pull back.

Iran regularly dismisses Israeli and Western accusations that it is working on developing a nuclear bomb, saying its program is focused on generating electricity and other peaceful projects. Israel is widely assumed to have the Middle East’s only nuclear arsenal.

‘A pact of cowards’
The next national election is not due until October 2013 but Netanyahu this month had pushed for an early poll after divisions emerged in his coalition over a new military conscription law. Parliament was preparing for a final vote to dissolve itself and clear the decks for a September 4 ballot while the backroom talks with Kadima were under way.

The accord stunned the political establishment and drew swift condemnation from the center-left Labor party, which had been touted in opinion polls to be on course for a resurgence at the expense of Kadima.

“This is a pact of cowards and the most contemptible and preposterous zigzag in Israel’s political history,” Labor party leader Shelly Yachimovich was quoted as saying in the media, where commentators hailed Netanyahu’s political prowess.

Kadima, with 28 seats, will add significant weight to the coalition, but it remains uncertain how it will get along with religious and ultra-right parties also in the cabinet.

Inter-government relations are likely to be tested swiftly over the issue of settlement building after the high court ordered the government on Monday to demolish five apartment buildings in a Jewish settlement in the occupied West Bank.

Many of Netanyahu’s supporters want him to push through legislation to legalize settlements, such as the Ulpana apartments, which a court has ruled were built on privately owned Palestinian land.

It is not clear if Kadima would support such a move, which would draw international condemnation on Israel. Palestinians say settlement building is jeopardizing their chance to create an independent state.?

Baby boomers appear to be sacrificing their own retirements for the sake of their children, even though their children are, in most cases, adults, according to a study released this morning.

Ameriprise Financial in 2007 surveyed three generations?boomers, their children and their parents?and learned that less than half of boomers (44%) were trying to save for retirement while also providing support for their children and parents.

Fast forward to December 2011: The portion of boomers saving for their own retirement has fallen to one in four (24%)?but they?re still helping out their families. More than half (58%) are assisting their aging parents, including helping them pay for groceries (22%), medical expenses (15%) or utility bills (14%).

?It?s disturbing that people are still providing the same, intense level of support, up or down, and they?re five years closer to retirement,? says Suzanna de Baca, Ameriprise?s vice president of wealth strategies. ?This is not registering with boomers.?

The phone survey included 1,006 baby boomers?born from 1946 to 1964?who have $100,000 or more in investable assets, 300 parents of boomers and 300 children of boomers who were at least 18 years old. The survey had a margin of error of three percentage points for the boomers and six points for the other two groups.

At the same time that boomers are providing all kinds of handouts to their children?paying utility and insurance bills along with college tuition and car payments?they also have ?this weird level of guilt and concern? that their children don?t know how to manage money, de Baca says.

Meanwhile, the children receiving the handouts say their boomer parents haven?t talked to

them about money?and that they are worried that their parents won?t have enough savings to retire.

?It seems that the people being squeezed right now are the boomers, and that there are two generations in some serious denial,? she says.

Her advice for boomers struggling with their own retirement-savings goals: ?You have to cut the cord. And you have to assume your adult children may not be able to provide for you someday.?

The research found that boomers say that given a choice between paying their kids? credit-card bills or saving for retirement, they?d save for retirement??but we found nothing backing up that they?re really doing it,? de Baca says.

And in families where the adult children would like to talk about planning for later life, but are avoiding it because they worry it will create tension or is none of their business, ?we assert that it?s tense now, but it?s not going to get any better,? she says.

Somalia‘s last president before the country erupted into decades of war made an ominous warning: force him from power, and he would leave Mogadishu as he found it, with only one road. The rest he would destroy.

The threat came true: President Siad Barre was ousted in a 1991 coup, and the once elegant, Italian colonial-era seaside town was reduced to a wasteland of ruined buildings in years of bloody battles between rival militias.

Now, 21-years later and eight months after Al-Qaeda-allied insurgents abandoned much of the city following pressure from the African Union and government forces, the capital is showing signs of life, with reconstruction underway and land prices soaring.

“Security is still not reliable, but people decided they wanted to return life to normal,” trader Ahmed Sheikh Gure said.

“People are rebuilding their destroyed buildings,” he added, waving at a newly repaired shop and a busy construction site.

Though Somalia’s war is far from over, a regional offensive did force Islamist Shebab insurgents from many strongholds and they abandoned the city in August.

The scars of war remain clear, with hundreds of thousands of displaced people living in and around Mogadishu, many in basic rag-and-plastic shelters, some in the crumbling ruins of roofless houses.

In Bakara market, the capital’s war-torn economic heart, the signs of battle are fading slowly.

“You don’t even think that war has ever taken place here,” Gure said. “Thanks to God, because people have the opportunity to rebuild.”

Bakara for many months was the epicentre of violence in one of the world’s most dangerous capitals, forcing residents and businesses to flee.

Despite an ongoing regional offensive with Ethiopian troops fighting in the west, AU troops in Mogadishu and Kenyan troops with the AU battling in the south, many Somalis are returning, bringing back capital earned abroad.

“People are rebuilding their homes,” government spokesman Abdurahman Omar Osman said. “The Somali diaspora are coming back to help … businesses are reopening.”

Fighting erupted in Somalia in the late 1980s against Barre’s dictatorship, escalating into a brutal civil war following a 1991 coup, with rival militias, warlords and Islamist fighters battling ever since for control of the lawless nation.

Less than a year ago, troops and insurgents exchanged daily mortar fire along frontlines, before Shebab fighters abandoned fixed positions and quit the city.

Now it is the construction industry that is busy.

“We are not jobless these days, construction is booming,” painter Adan Sharif said. “Every four or five weeks we are called for a new construction job.”

Reconstruction is expensive, but those who can are repairing their homes, plastering and painting over bullet-pocked walls, and blocking up holes punched into masonry by rocket-propelled grenades.

“Most of the buildings in our neighbourhood were renovated in recent weeks and are looking good, the area is no longer looking like the aftermath of war,” said Fadumo Moalim, a mother of eight living in the city’s Wardhigley district.

Abdulkadir Saleban, a grocer in Mogadishu’s Maka Al-Mukarama road, said there was no way to claim compensation for property damage.

“You cannot imagine how much money we have spent,” he said as he watched builders repair his shop.

Among the ruined buildings is a dramatic Catholic cathedral, built during Italian colonial days. Its stonework was used as target practice by Islamist fighters and now houses displaced people fleeing fighting outside the city.

Mogadishu’s rebuilding has also sparked land speculation, with some fearful that reconstruction efforts may be wasted if the dark days of war return.

“Buying land is very hard these days because of the rising prices, security is a major concern … traders are also thinking about what could happen next, as the war does not seem to be over yet,” said Abdukadir Bashir, a trader.

Shebab fighters carry out guerrilla attacks including car bombs and mortar strikes. Analysts warn that the rebels, Somalia’s most brutal, remain a serious threat to international efforts to stabilise the nation.

“What you build today could be easily destroyed tomorrow,” Bashir added.

But the March reopening of Mogadishu’s ruined national theatre was hailed as a symbolic step forward for the city, shortly after a suicide bomber killed six people there, narrowly missing the prime minister.

As land prices increase and repairs are made, the cost of living rises too, a problem for many in this grossly impoverished city.

Many borrow money to pay for renovations, then pay off the loans by renting out rooms to those returning to Mogadishu.

“Houses have become very, very expensive — a room that used to cost $10 (a month) to rent … today, you will not get a room like that for $40,” estate agent Mohamed Abdullahi said.

“God willing, I hope people return and rebuild the country.”

For the first time, scientists have created a satellite-guided plan to effectively control the tsetse fly ? an African killer that spreads “sleeping sickness” disease among humans and animals and wipes out $4.5 billion in livestock every year.

Michigan State University researchers developed the plan using a decade’s worth of NASA satellite images of Kenyan landscape and by monitoring tsetse movement. With unprecedented precision, the plan can tell where and when to direct eradication efforts.

Current control efforts in Kenya are ineffective and waste money by targeting tsetse-free areas, said Joseph Messina, associate professor of geography. Messina is lead researcher on the project, funded by the National Institutes of Health, to attack the tsetse fly.

“Our model dramatically reduces the cost of controlling the tsetse, and it’s more effective,” Messina said.

If applied, the plan would be effective in all of East Africa and other areas of the continent consisting of savannah, Messina said. The tsetse, which feeds on the blood of vertebrate animals, lives in 37 sub-Saharan countries and infects thousands of people and millions of cattle every year, affecting primarily the rural poor.

Funding for large-scale tsetse control has dropped significantly in the past 25 years, as has optimism that sleeping sickness ? technically known as African trypanosomiasis ? can be contained.

The Kenyan government would need an estimated $100 million to run tsetse control efforts in its targeted containment areas. The problem: It doesn’t have nearly that much money and the government containment area is highly imprecise, Messina said.

The MSU plan would cost as little as $14.2 million. The plan relies on the use of targets ? which are sheets of dark-colored cloth sprayed with insecticide ? in more strategic areas. Targets are highly effective and the most environmentally friendly control method, said MSU researcher Paul McCord.

Current government strategy includes using targets and aerial spraying, but the spraying kills off beneficial species such as honey bees.

“They’ve been trying to control the tsetse for more than 100 years,” Messina said, “but nothing has worked on a large-scale basis.”

The MSU plan is based on a simulation that uses satellite readings every two weeks dating back to 2002. The plan takes into account a host of factors ? including temperature, amount of vegetation, tsetse lifespan and location of cattle and other animals ? to predict where the fly will be and when it will be there, McCord said.

Family composite case #1. How are your personal investing and planning skills? I spend a lot of time writing, extolling, exhorting, and postulating on the way individuals and families should, could, might, and ought to plan their finances and investing for the future.

This week, here is our family of four composed of two adults and two children:

Mr. and Mrs. Bermuda. Husband and wife ? ages 50 and 42, both work full-time, one is in successfully stable employment (she is sure).

Hubby thought his was just fine, but now he is having real doubts about the viability of his job.

There is an undertone of urgency at the office.

He thinks redundancy may be a real issue in the near future.

Both of them earn about the same compensation, but hubby is feeling the stress of the times and it is being reflected in his physical well-being.

Two children, ages 2 (in day care) and 10 (in private school like more than 60% of Bermudian children). University coming sooner than they think. Children are expensive.

They need, they outgrow, they want to be participants in their school activities. It all costs.

Assets. They and the bank own their home.

It was purchased four years ago (at the height of the inflated Bermuda real estate market, they now ruefully realise).

They managed to scrape together down payment by borrowing from relatives and the Bank, but the mortgage still looms larger than life.

Investments. Besides their modest Bermuda pensions, untouchable at this time, there are a couple of small mutual funds, one in the Asian sector they bought eight years ago ? which then promptly tanked, and some local Bermuda company shares, also completely underwater.

They have basic investment understanding, and have chosen aggressive funds ? but have neither time or inclination to follow through ? haven?t looked at their pension balances in years.

Cash. They have some savings, maybe enough for year?s worth of household expenses.

Budget ? there isn?t one. They honestly have little control of where the day-to-day cash is spent.

Mr B is more concerned about having enough for retirement ? than paying down the principal on their mortgage ? at present, Mrs. Spouse feels differently.

They have very small term life insurance policies, only through their jobs.

No wills

Her Mom is in poor health, no longer can be employed, and needs supplemental help from them to cover her health insurance costs..

She does own her home, but has no funds to keep up the maintenance.

With all these concerns in the forefront, their beloved Granny Rhonda, after a long life, leaves them for her great reward in the sky.

She has left them a little windfall. What do they do with this lovely gift?

It isn?t a fortune, but still they want to invest it carefully and conservatively.

They cannot agree on what course of action to take to insulate them from a possible job loss, let alone what to do with their small legacy from Granny.

What should they do?

Save the money for retirement.

Pay down the mortgage.

Buy life insurance.

Invest in a variety of equity funds that will grow the savings faster than a term deposit.

There may be more than a few coincidences here.

Some of you may have friends or relatives in the same situation.

They have to do something, or maybe they just do nothing and hope?

Should Mr. Bermuda be looking for another position? What should they do if there are no current job prospects in his field?
